Alerting users who are inside a new layer to that layer

    Here is my dilemma. In my app, I want users to be able to create their own alerts to other users. This is not a problem using places and triggers. My problem comes into play if another user is already within the trigger geofence. They'll never know about the layer and can't auto subscribe them since they may not have the app open. How do I notify them an subsequently subscribe them?

    Never mind. I think I got it. 

    I created a default layer that all users are automatically subscribed to when they start the app. When a new layer is created, I am sending a broadcast message to all users in the default layer using the coordinates and radius of the new layer. I think that should work.
